A New Model in Disaster Management:
Turkish National Risk Shield Model
The objectives and fields of activity of the committees are listed below
(ÇŞIDB, 2023; Directorate of Communication of the Presidency, 2023).
Sub-Committees, Their Objectives and Fields of Activity
Support Services and Social Policies Committee
• Planning and designing the temporary housing areas that were and will
be built to meet the temporary housing needs of disaster victims in a
healthy and safe way in accordance with the needs of them,
• Founding the infrastructure that will provide psychosocial support to
earthquake victims who are traumatized due to the disaster, especially
children, and expediting their recovery to normal life,
• Establishing the infrastructure and facilities to meet the daily needs of
disaster victims in temporary living areas,
• Carrying out health activities for those exposed to disasters, both in
temporary living areas and for those evacuated from the disaster zone
on various occasions,
• Implementing effectively the support activities provided by the state,
• Determining the applications and methods for first aid and first
response studies simultaneously with search and rescue activities,
• Establishing the field hospitals after the first aid works, managing
the health services in a sustainable way and without exposure to
vulnerabilities, risks and threats in the post-disaster process,
• While all these studies are being carried out, simultaneously solving
the problems of clothing, food, fuel, food and housing of the disaster
victims and fulfilling the infrastructure related to them at a level that
satisfies both the employees and the disaster victims,
• Presenting the contributions that will enable the evaluation of
demographic conditions as a result of disaster victims leaving the
disaster area, in order to meet the need for temporary housing in the
post-earthquake period.
Earthquake and Earth Sciences Committee
• Contributing to the construction of today’s and future cities by
interpreting the earthquake history of the Anatolian peninsula and the
cities where the last earthquake occurred, the effects and consequences
of earthquakes experienced in the past from the perspective of the
history of urbanization,
• Analyzing the earthquake history and seismicity studies of the region
with an interdisciplinary approach from the perspective of historians,
geologists and earthquake scientists,
