have always taken an active role in monitoring and managing the situation
after the Kahramanmaraş earthquakes from the perspective of environment,
urbanization and climate change, as well as determining the policies to be
implemented in the process of revitalization and reconstruction of our cities. In
the light of these studies, it has been decided to establish an interdisciplinary
committee consisting of experts in their field (ÇŞIDB, 2023a).
4.1. The Purpose and Reason of the Establishment of Turkish National Risk
Shield Model
The Ministry of Environment, Urbanization and Climate Change has always
acted together with science and our scientists in all its works ranging from
urban transformation to social housing projects, waste management to
national gardens, ecological corridors to infrastructure investments, smart
cities to construction works and technologies, in this sense, it has accepted
science as the reference point for the future of prosperous cities of prosperous
Türkiye. It was decided to establish an interdisciplinary committee consisting
of the leading experts bearing in mind the necessity to work with our
scientists in determining the policies to be implemented for revitalizing and
reconstructuring our cities as well as monitoring and managing the situation
emerged from the Kahramanmaraş earthquakes from the perspective of
environment, urbanization and climate change. Because, this disaster is
strictly distinguished from others due to two successive earthquakes struck
independently from each other in a short period, both in terms of its regional
nature and the greatness of the resulting destruction. For this reason, the
management of the earthquake zone in the post-disaster process requires
very special work both in terms of search and rescue, first aid, damage
assessment, establishment of temporary housing areas, debris management
and new urbanization studies. The Turkish National Risk Shield Model, a
disaster management model developed based on this very requirement, has
been implemented under the auspices of President Recep Tayyip Erdogan
and under the leadership of Murat Kurum the Minister of Environment,
Urbanism and Climate Changeto determine the monitoring, management,
revitalization and reconstruction policies of the process covering all stages
of disaster management before, during and after disaster. This model, which
was established to provide sustainable disaster management in our country,
consists of 1 Vice President, Advisory Board, General Secretariat and 13 sub-
commitees. In addition, working offices were founded in Ankara, İstanbul and
Gaziantep provinces. The Ministry of Environment, Urbanization and Climate
Change makes a great scientific and technological contribution to all studies
on the basis of building sustainable, climate-friendly and disaster-resilient
cities covering every stage of the disaster management process, from the
