A New Model in Disaster Management:
                                  Turkish National Risk Shield Model

            the Ministry of Environment, Urbanization and Climate Change and TOKI, the
            largest housing movement and the greatest disaster transformation process in
            the history of the Republic have been initiated in 11 provinces affected by the
            earthquake. Thousands of architects, engineers, hundreds of academicians
            and tens of thousands of workers are working meticulously in the planning
            and construction process of new residential areas. After the microzoning and
            geological  survey  studies,  the  tender  processes  were  completed  and  the
            construction works were started. In the scope of constructing new safe and
            disaster-resilient houses to recover the cities affected by the earthquake, it
            was declared that totally 518.192 structures plus 161.808 in the rural areas will
            be constructed including totally 680.000 residences and village houses
               114.320  shops,  23.511  barns,  1.736  haylofts  and  30.433  other  structures
            which all amount to 850.000 independent units (Özhaseki, 2023a).
               It  has  been  accepted  as  a  government  policy  to  build  650  thousand
            residences and village houses and to complete 319 thousand of them by the
            end of the year and deliver them to the disaster victims.
