A New Model in Disaster Management:
Turkish National Risk Shield Model
Türkiye has also taken on more responsibility than any other country in the
world by hosting millions of migrants, refugees, asylum seekers and people
under temporary protection amounting to millions due to the wars taking
place in its immediate geography and climate change. In this way, Türkiye
has also prevented the emergence of a global and regional humanitarian
crisis by showing a conscientious stance. Thus, it has became a country which
implements the basic principles specified in the purposes of foundation of the
UN. Türkiye also stands out as the country of stability all over the world since
it serves as an energy corridor and communication bridge between east and
west. Türkiye is regarded as the new favourite country for foreign investors
and industrial production besides taking significant steps to widespread the
peace and tranquillity in its region. Despite all the risks, Türkiye continues
to be a country of growth, investment and employment, not of constriction
and downsizing. In this sense, it is an inevitable reality that Türkiye, which
is located in a disaster-prone geography, should create a new mechanism
that will ensure resilience to floods, fires and other disasters related to the
climate crisis, especially earthquakes. The sustainable development of our
country in the world conjuncture should not be allowed to be interrupted
due to catastrophes related to disasters. Regarding the continuity of stability,
it is inevitable to create a Türkiye resilient to disasters apart from its security
policies. The Turkish National Risk Shield Model (URK) is a very important
historical and strategic step taken to ensure this stability. On the other hand,
for making the society resilient to disasters, the Turkish National Risk Shield
Model also performs very important and innovative functions as a new public
communication mechanism in its field as a result of the way it establishes
a relationship with society against disasters. Addressing the works of the
committees established this model as a component in reducing the effects
of the earthquake disaster, it offers very important contributions to public
communication at almost every stage in terms of disasters.
2. Geographical Location of Türkiye, Fault Lines, Earthquakes and Other
Disasters
2.1. Geographical Location
Türkiye, located between the 36-42° northern parallel and the 26-45° eastern
meridian, is surrounded by the Black Sea in the north, the Sea of Islands and
the Marmara in the west, and the Mediterranean Sea in the south. Covering

an area of 778,000 km it serves as a bridge at the intersection or junction of
the continents of Europe, Asia and Africa. The Sea of Marmara also functions
as the border between the European and Asian continents separated by the
