A NEW MODEL IN DISASTER MANAGEMENT:
TURKISH NATIONAL RISK SHIELD MODEL

ABSTRACT
The Kahramanmaraş Earthquakes that occurred on February 6, 2023 in Türkiye
effected in 11 provinces, more than 50 thousand of our citizens lost their lives,
and many settlements suffered that great destruction. Earthquakes, which
we have experienced together with fires, floods and landslides due to the
climate crisis in recent years, have become a reality of our country. Although
the response capacity of the state has increased since the 1999 Marmara
Earthquake, with all the means of the state and the measures it has taken
before and after disasters occur, the search for new models is still continuing.
After the February 6 earthquakes, a new one was added to these searches and
the Turkish National Risk Shield Model, consisting of 13 boards, was put into
practice. With the model that determines fighting not only earthquakes but
all disasters as the main purpose, studies are carried out on the recovery of
11 provinces affected by the earthquake, on the one hand, suggestions and
measures to be implemented throughout Türkiye are developed on the other
hand. The aim of this article is to evaluate the Turkish National Risk Shield
Model, which was developed as a new model in disaster management, with
all its aspects.
