A New Model in Disaster Management:
                                  Turkish National Risk Shield Model

            support services and social policy committee to the earthquake and earth
            sciences committee, from the urban development and construction committee
            to the urban and rural transformation committee, from the geographical
            information systems and smart cities committee to the historical and cultural
            heritage committee. There are a large number of academicians from geology
            to  civil  engineering,  architecture  to  sociology  and  representatives  from
            the  bureaucrats  of  our  ministries  in  these  committees,  which  are  of  great
            importance for the goal of resilient cities.
               The aim of the Turkish National Risk Shield Model is determined as providing
            academic and technical contributions by the committee, established in the
            scope of the model, to the works to be carried out in the disaster zone on the
            environment, urban planning and climate change issues. Contribution of this
            committee is of great importance in making our country, prone to earthquake
            risk by a large part of its land, prepared for all disasters such as earthquakes,
            floods, landslides, fire caused by climate crisis and improving the its capability of
            responding the disasters in all aspects and establishing disaster-resilient cities and
            social structure. Thus, it will be possible to erase the traces of this major disaster
            experienced by our country as soon as possible, to revitalize and reconstruct
            our cities on the basis of a climate-friendly, resilient urbanism approach that
            conserve our ancient urban traditions. Moreover, the overall preparation will be
            made against disasters for sustainable urbanization and resilient Türkiye due to
            the disasters faced as a result of climate crisis including the earthquakes.
               These  committees  provide  academic  and  technical  contributions  to  the
            studies to be conducted in the disaster zone and throughout our country on
            the issues of environment, urbanization and climate change, and continue to
            give academic support with their experience in the field.


               4.2. The Studies Performed Within the Framework of the URK Model

               4.2.1.  Dolmabahçe  Meeting:  Declaring  the  Committee  to  the  Public  (3
               March 2023)
               In the scope of Turkish National Risk Shield Model, a committee consisting
            of academicians, bureaucrats and experts was established on March 3, 2023
            under the leadership of President Recep Tayyip Erdoğan, against all risks and
            threats that have the potential to affect our country. Thus, the first meeting of
            the Committee, which lasted over 7 hours, was held very efficiently producing
            good results to be benefited from, and the URK Model was declared to the
            public. Another important outcome of the meeting was the addition of the
            Disaster Management and Policy Committee to the Policy Boards of Presidency,
            consisting of 9 boards. This decision means that disaster management has
            become a public policy at the highest level in our country(tccb.gov.tr , 2023).
