A New Model in Disaster Management:
Turkish National Risk Shield Model

local architecture while checking the suitability of the soil. Moreover, with
the “on-site transformation model” initiated by the Ministry of Environment,
Urbanization and Climate Change, it is aimed to protect the identities of
cities and accelerate the construction process with grant loan support. Thus,
disaster-resilient cities will have been constructed involving new residential
areas together with all social facilities such as schools, mosques, health centers,
bazaars, parks and sports fields, which are environmentally friendly, zero waste
compatible and climate sensitive; where new building technologies will be
used effectively in all areas, and infrastructure of all cities will be renewed by
Provincial Bank. In this way, while disaster transformation studies are being
carried out, Türkiye’s climate-friendly green transformation studies are also
ongoing on the other hand.
3.2. On-Site Transformation Project
The “On-site Transformation Project”, announced to the public by Mehmet
Özhaseki, the Minister of Environment, Urbanization and Climate Change on
July 7, 2023, is a new urban transformation financing model that will accelerate
the housing construction process in the earthquake zone and restore citizens’
ties with their living spaces. According to this project, it is also stated that for
the earthquake victims who want to build their own homes and workplaces,
500 thousand lira grant and 500 thousand lira loan will be given for residences,
besides 250 thousand lira grant and 500 thousand lira loan support will be
provided for workplaces, loans will be non-payment for 2 years, covering a
total 10-year payment term on interest-free basis. In addition, it has been
decided to establish a “Construction and Transformation Office” at 22 points
in the region in order to facilitate the beneficiaries to benefit from grants and
loans (Ozhaseki, 2023a).
4. Turkish National Risk Shield Model
It has become even more important to combat with all disaster risk faced by
Türkiye including floods, fire, drought, migration caused by climate change,
due to Kahramanmaraş earthquakes and expected Marmara Earthquake. It has
been confirmed once again by the Kahramanmaraş earthquakes that making
our cities and society “resilient to disasters” along with all their material and
spiritual values is a problem that cannot be postponed. Science and scientists
have become stakeholders of the studies performed in all fields from urban
transformation to social housing projects, from waste management to
national gardens, from ecological corridors to infrastructure investments, from
smart cities to construction works and technologies. Science and scientists
