A New Model in Disaster Management:
Turkish National Risk Shield Model
• Developing necessary policies on the management of wastes arising
in temporary living areas and provision of technical support to local
governments.
Committee on Revitalization and Reconstruction of Cities
• Providing academic and technical contributions to the policies to
be implemented in new urbanization studies in all areas from urban
transformation to social housing projects, waste management to
national gardens, ecological corridors to infrastructure investments,
smart cities to construction works and technologies,
• Contributing to micro-zoning and soil survey studies in the determination
of new residential areas for permanent residences,
• Contributing to the execution of the operations for beneficiaries and
allocation, investment and planning related to the earthquake houses
to be built.
Urban and Rural Transformation Committee
• Determining the way to be followed in developing the urban
transformation strategies,
• Identifying the urban transformation strategies in accordance with each
city regarding the settlements that were destroyed in the earthquake
zone,
• Providing academic and technical support for continuing the urban
transformation studies in the disaster zone in the form of earthquake
transformation studies
• Contributing to the legislative arrangements related to the zoning
law and relevant regulations,
Spatial Planning Committee
• Determining the basic criteria for planning approach focusing on
disaster risks,
• Providing suggestions for the development of spatial planning
processes with an integrated disaster risk management approach,
ensuring cooperation, coordination and supervision in the preparation
of plans with this approach,
• Defining the principles related to the planning of cities and rural areas in
disaster zone planning studies and contributing to the spatial planning
process of the region,
• Identifying the main problems faced due to the spatial planning process
after the disaster and developing solution proposals,
