As a result, the cities that stand out as priority areas of action include
Kahramanmaraş province and neighboring provinces, where the devastating
effects of the February 6, 2023 earthquake were experienced in the Southeast;
Izmir, Aydın and Manisa in the West; İstanbul, Kocaeli, Yalova, Bursa, Sakarya
and Düzce in Marmara; Ordu, Giresun, Trabzon and Rize in the Eastern Black
Sea and Van, Bitlis, Erzincan and Erzurum in the East (Figure 1). As Tezer (2021)
also emphasizes, addressing the natural hazards with multi-hazard analysis
especially in urban renewal, urban transformation and other improvement
works in an integrated way will support the construction of sustainable cities
and societies and increase the resilience of our cities to disaster risk.
The fifth and main goal of the SSP of Türkiye, which includes strategies and
actions for urban transformation, is “Liveability in Settlements”. One of the
most important steps to create an inclusive, disaster-sensitive and liveable
country space is to increase the liveability of all settlements. It is targeted to
establish inclusive settlements by increasing the quality of life in all urban and
rural residential areas, disaster-sensitive settlements by ensuring the urban
transformation and liveable settlements by zero waste management. Strategies
and actions have been developed for the realization of urban transformation
with on-site, site-specific and participatory processes in accordance with the
principles of sustainability. Within the scope of this goal, one of the strategies
of the SSP of Türkiye is “Strategy 05.02. The realization of urban transformation
with on-site, site-specific and participatory processes within the framework
of sustainability principles”, and the main urban transformation actions are
included under this strategy. Urban transformation applications allow the
renovation of residential and non-residential areas that have completed their
physical and economic life or that are not resilient to the natural disaster
risks encountered in our country. During the implementation of urban
transformation practices, it is aimed to protect the natural environment and
