and Principles of the Process of Preparation, Implementation and Monitoring
of Spatial Strategic Planning Project” has been prepared by the Ministry of
Environment, Urbanization and Climate Change of Republic of Türkiye in
2013. In this way, the first steps towards the spatial strategy plan have been
taken in Türkiye and it has been officially defined with the amendments made
to the Zoning Law No. 3194 in 2018.
The Spatial Strategic Plan of Türkiye, initiated in 2018, basically aims at;
• Maintaining the balance between the natural environment and the
built-up environment for a sustainable life, ensuring the integration of
environmental policies compatible with climate change by taking into
account biodiversity and geodiversity,
• Creating livable and qualified living spaces with a high level of well-
being,
• Establishing development policies by forming urban and rural relations
and developing spatial strategies of these policies,
• Determining the sectoral needs from the national to the local scale
for economic development and ensuring their spatial distribution and
integrity throughout the country,
• Moving to a productive status for a developed economy and preparing
the sectoral infrastructure for the cities.
SSP of Türkiye, which was prepared over a participatory process, was
completed by passing through 3 main stages. The first stage is the analysis
stage and covers document scanning, stakeholder analysis, database
infrastructure, analytical studies, synthesis, vision and scenarios. The second
is the planning stage and includes the goals, strategies and action plan of the
SSP of Türkiye. The third stage is the monitoring and evaluation process; and
assesses the success of the actions until the realization of actions included in
the action plan. In the spatial approach of the plan, 7 regions of SSP ofTürkiye
were determined by overlapping the IBBS Level 1 Regions and the borders of
Türkiye’s 7 geographical regions.
Spatial and sectoral models have been developed by taking into account
the actual future projections along with the current situation readings
while preparing the actions of SSP of Türkiye. By means of these models, a
holistic development will be displayed and geographical inequalities will be
eliminated, especially in the economic and social context. The strategies, on
the other hand, have been analyzed at the policy level and determined by
taking into account analytical evaluations and participatory processes.
The Spatial Strategic Plan of Türkiye 2053 Vision has been introduced
as “inclusive, liveable, innovative, competitive, sensitive to climate change
