also the transformation and development of social and cultural environmental
elements. In this context, it will be ensured that the need of social and cultural
facilities will be met in the existing urban texture and the existing facilities will
be rehabilitated by the year 2035.
In the scope of the action “05.02.03. Republic of Türkiye “Urban
Transformation Strategy Document” will be prepared by the relevant
municipalities on provincial or district basis in accordance with “Rules and
Principles on the Preparation of Urban Transformation Strategy Document”
published by the Ministry of Environment and Urbanization of Republic
of Türkiye.” it will be ensured to solve the problems emerging in urban
transformation, to improve the transformation process, to manage the
transformation practices with an inclusive and holistic approach in a planned
and systematical way. One of the main problems of urban transformation
practices today is failure to build the transformation on a common system due
to the local-specific conditions. Within the scope of this action in 2019, It is
aimed to sustain the urban transformation practices in line with the “Rules and
Principles on the Preparation of Urban Transformation Strategy Document”
published by the Ministry of Environment and Urbanization of Republic of
Türkiye, in parallel to this document, all municipalities should prepare “Urban
Transformation Strategy Document” on a provincial or district basis. In this
way, it will be allowed that urban transformation practices are implemented
with a common approach throughout the country, by taking into account the
local identity and texture characteristics of cities or regions, as well.
The action “05.02.04. Prioritization work will be carried out in settlements in
accordance with criteria such as population at risk, disaster risks, cultural heritage,
economic dimension during the urban transformation practices.” is related to
prioritization of urban transformation practices according to needs and risks.
Implementation-priority areas will be determined according to the risk status
of the areas identified within the scope of the urban transformation strategy
documents to be prepared in the settlements, the expectations and demands
of citizens, the need for financing, the economic and social values that the
transformation will provide to the city and other criteria specific to settlements.
In the scope of action “05.02.05. Measures will be taken to prevent urban
centers containing cultural and historical areas from becoming the areas of
depression in cities and to revitalize such places.” city centers will be prevented
from becoming the areas of depression which mostly emerges as a result of
the population movements of different income groups in cities. City centers
are areas that form the identity of the city, contribute to the local economy,
and at the same time reflect our cultural and historical values. For preventing
the city centers becoming the areas of depression, spatial planning decisions
will be taken, urban design and transformation projects will be developed.
