Although urban transformation practices are positioned at a different
point from the SSP of Türkiye at first glance, it is seen that successful urban
transformation practices are defined within the entire plan hierarchy from the
upper scale to the lower scale today. SSP of Türkiye aims to outline the urban
transformation practices as a plan prepared by addressing the lower layers
and principles of planning with a holistic approach. Within the scope of SSP
of Türkiye, strategies and actions have been developed to deal with the urban
transformation practices both without losing local values and with a common
approach throughout the country. Transformation practices aim not only to
achieve structural transformation, but also to realise the healthy transformation
of physical and social environmental factors, and to ensure the functional
transformation by taking into account the criteria of urban transformation such as
risks, cultural heritage, historical heritage, urban texture and economic structure.
It will be achieved that the urban transformation practices addressed by SSP
of Türkiye under the principles of resilience and liveability will be implemented
in accordance with the prioritization determined scientifically as a result of
data-based assessments, preserving the values specific to the site and on-site,
involving all segments of society and leaving no one behind.
5. Conclusion
Realizing that the intervention forms in urban transformation are not adequate
if they only depend on physical aspects, different intervention forms have been
developed by taking into account the social, economic and ecological terms
of the transformation. Intervention forms of urban transformation are gaining
diversity in parallel with the changes in planning approaches in the world (Ataöv
and Osmay, 2007). At this current point, flexibility and participation, which
are among the basic principles of the strategic planning approach, are also
reflected in urban transformation practices. SSP of Türkiye reveals strategies
and actions that set forth the goals of urban transformation practices, the
criteria to be addressed in a holistic structure, and the implementation steps at
the spatial level. However, while urban transformation practices are managed
in a centralized structure in Türkiye, it is seen that local governments has
been authorized over time, and this situation has been supported by studies
conducted against disaster risks after the 2000s (Republic of Türkiye Ministry
of Public Works and Settlement, 2004; State Planning Organization, 2004). In
order to implement urban transformation practices in accordance with the
decisions set out in the plans, all the actors and implementation tools of urban
transformation, including citizens, the public sector, the private sector and
non-governmental organizations, should be put forward on a local scale and
supervision mechanisms should be established.
