The Place of Urban Transformation in National Planning:
The Case of The Spatial Strategic Plan of Türkiye

In this context, the goals, strategies and actions produced at the SSP
of Türkiye process have been developed as an effective tool for urban
transformation to create healthy urban environments. Especially in our cities
located on active fault belts, after the 1999 earthquake; seeing that traditional
planning concepts were not sufficient, and the needs for the operational
infrastructure of urban transformation, which emerged as an alternative
solution to unplanned urbanization, were examined during the SSP of Türkiye
process and in this context, a framework to guide lower-scale plans was
obtained. Depending on the position of the SSP of Türkiye in the planning
hierarchy in our country, the effects reflected in the lower-scale plans, starting
from other upper-scale plans, support the holistic and inclusive approach
needed by urban transformation practices. For the purpose of handling the
need for systematic consideration of urban transformation,
The goals, strategies and actions for urban transformation discussed in the
SSP of Türkiye studies have been arranged to reveal the implementation goals,
steps and tools of urban transformation.
In our country, two major earthquakes occurred in February 2023 with
the epicenter of Kahramanmaraş province, affecting 14 provinces, and
the subsequent process have once again shown the importance of urban
transformation. Planning activities should be designed in a healthy way in
order to use the existing legal and administrative framework effectively and
to create disaster-resilient cities. It is thought that the goals set out within the
scope of the SSP of Türkiye deal with the social, economic and ecological
aspects of urban transformation practices with a holistically inclusive approach.
In this way, as a result of the effects of the SSP of Türkiye on lower-scale plans,
it is envisaged that the place of urban transformation in the planning system
may reach a systematic point and the problems in the implementation stages
will be minimized. In addition, the methodological approach developed on
integrated disaster management also reveals the operational background
necessary for the effective implementation of lower-scale planning activities.
Moreover, urban transformation practices in Türkiye offer an important
opportunity for the creation of a sustainable urban environment in the future.
It would be useful to examine the possible future perspective of urban
transformation by considering it from environmental, social and economic
perspectives in order to frame the future scope of these applications.
From an environmental point of view, urban transformation projects should
support environmental sustainability. In this scope, environmental issues such
as energy efficiency, renewable energy use, water management and waste
management should be important components of urban transformation
projects. From a social point of view, urban transformation projects should
support social justice and social participation. Urban transformation projects
