The city of Izmir, which includes Torbalı, is situated on first fault line, and
has experienced many destructive earthquaeks throughout history. Torbalı
developed over alluvium ground, which is considered as the biggest cause of
damage in case of an earthquake. Findings suggest that the fault line is still
active (MTA, 2021). The disaster assembly areas must be safe areas away from
danger. To ensure that, the important areas in the planned urban land must
be identified. In JICA 2002 report, for evacuation areas, the recommended
area is 1,5 m² per person. There are 6 disaster assembly areas in Torbalı. The
accessibility and capacity of the district is found insufficient (Map 12).)

In neighborhoods with assembly areas, it was found out that for 62.416
house population, an assembly area for 28.119 people was planned. It can be
suggested that Torbalı is not resilient in terms of assembly areas. In the light
