in terms of education as well as health facilities, but also not against disasters
and climate. Additionally, it can be said that they are vulnerable neighborhoods
in life quality and socio-cultural aspects.
In terms of pollution, industrial and household waste dumped without
treatment, lack of waste collection area, air pollution resulting from the
dominant wind direction from the north, and the location of industrial zone
in the north affects the livability of the city to a great extent. This is because
the dominant wind from the northeast direction carries dangerous gases
from industrial facilities to town center and the built environment. Similarly,
the traffic on the İzmir-Aydın transit highway leads to air pollution and has
negative effects on settlements.
To sum up, when the current situation is analyzed, it was concluded that
there is an increase in pollution due to constant population growth, lack of
suitable water sources to meet the need for water, constantly developing
industry, agricultural activities, and illegal settlements. For Torbalı settlement,
there seems to be a need for efficient use of resources, prevention or reduction
of waste, balanced water management, resilient social build up areas and
infrastructure, hierarchical and integrated transportation plan, walkable and
accessible city vision.
Considered comprehensive plans, the master plans need to be “long range”
and able to anticipate the change/transformations in a 15-20-year period,
and to include perspectives on possible solutions to potential problems to
emerge during this period (Ersoy, 2017). To this end, this study provides two
alternative city plans that meet resilient city criteria to meet the needs above
as part of the 2042 goal.
4. Discussion
Designing planning approach to create more durable areas based on the
potential population growth in 2042, improve physical and social infrastructure
in urban areas, and increasing environmental capacity (Table 5).
