Climate change is expected to create new challenges to impose an increased
pressure on the built and natural environment of the cities, and provide
management systems. Minimizing the effects of climate change requires the
development and application of adaptation plans. In this sense, a gradual
change is observed in the smart city applications against climate change. The
importance attached to these applications since 2004, based on the search
data from Google Trends, has increased not only in scientific terms, but also in
general terms (Figure 2). Google Trend provides information on the frequency
of search entries of any term in the world based on the total search amount.

The recently developed studies and research concerning smart cities from
multiple disciplines and points of view (academic, industrial, institutional) and
focusing on different issues led to certain heterogeneous definitions (Papa et
al, 2015: 23).
Cities have to be resilient in order to be considered smart. In other words, to
create places that can manage various network stressors including resources
and information, resilience must be at the center of a city's smart planning
efforts (Desouza and Flanery, 2013: 90).
Considering the case of Denizli, many studies have been carried out at the city
scale in order to reduce the effects of climate change and adapt to these effects
as part of the fight against climate change. When deciding on the studies, the
climate change risk analysis has been focused on the following main topics.
It is expected that the potential risks in certain sectors, (agriculture and
ecosystems, water and wastewater (infrastructure), transportation, industry,
energy and public health) will be experienced in different places in different
ways. The level of impact from risks that happen at the same time and same
