of social build up area accessibility, Torbalı central district has 7 preschools, 36
primary schools, 15 secondary schools, and 16 high schools (Turkish Ministry
of Education, 2022). During the study, it was observed that educational areas
were concentrated around the district center. On the other hand, there seem
to be many areas in Torbalı with insufficient access to primary and high school
education systems (Map 3).

Torbalı, Muratbey, Ertuğrul, Cumhuriyet, Atatürk, Tepeköy, Yedi Eylül,
Çapak, Çaybaşı, Karşıyaka, Yemişlik Districts are all assessed as regions that
do not receive services in line with the Spatial Plans Regulations accessibility
criteria and in this sense, they are identified as regions which require priority
planning.
Health areas are important social build up facilities for interventions during
and after disasters. In this sense, it can be said that they are strategical
buildings. Easy access of neighborhood and settlement residents to health
facilities and sufficient health equipment is a top priority requirement for
urban resilience. However, it is emphasized in the spatial construction
regulations, under the heading, Master Plan that health facilities need to be
accessible and in reasonable amount in proportion to population, and there
is a need “need for the design of outdoor and green areas integrated with
social and technical infrastructure”. When Torbalı service scope was assessed,
it was found out that many neighborhoods fail to access services. Ertuğrul
and Muratbey regions, on the other hand, are at an advantage in terms of
