THE PARIS AGREEMENT
The Paris Agreement was adopted at the UNFCCC 21st Conference of the Par-
ties held in Paris in 2015. The agreement entered into force on November 4,
2016, as a result of fulfilling the condition that at least 55 Parties that produce
55% of global greenhouse gas emissions have ratified the agreement as of
October 5, 2016.
The agreement aims to limit the global temperature rise caused by anthropoge-
nic greenhouse gas emissions to less than 2 degrees Celsius in the long term
compared to the pre-industrial era; draws attention to the importance of achie-
ving 1.5 degrees Celsius in this regard.
The most distinctive feature of the Paris Agreement, when compared to the UN-
FCCC, is that it envisages a system based on the contributions of all countries.
The agreement is based on the classification of developed/developing count-
ries in the fight against climate change and the understanding that all countries
assume responsibility according to the principle of “common but differentiated
responsibilities and relative capabilities”.
The Paris Agreement aims to improve global socio/economic resilience against
the threat of climate change in the post-2020 period.
Our country signed the Paris Agreement with 175 country representatives at the
High Level Signing Ceremony held in New York on April 22, 2016, and it was em-
phasized that we signed the Agreement mentioned in our National Declaration
as a developing country.
The Paris Agreement was approved by Presidential Decree on October 7, 2021,
and the domestic law approval process was completed. The instrument of rati-
fication was delivered to the UN Secretariat on 11 October 2021.
In addition, our country’s net zero emission target for 2053 was declared by the
President.
