A Financing Decision Taken for 15 Technical Assistance Projects
Likewise, under the title of “Environmental Management for Sustainable Development” of the IPA II program, which pub-
lic institutions can benefit from, the EU decided to finance 15 technical support projects on issues such as harmonization
with EU environment and climate legislation, climate change, air quality, waste management, biodiversity, and water
management. Among these projects are the following Projects:
• Increasing Air Quality and Public Awareness in Cities in Turkey
• Technical Assistance Project to Support the Environment and Climate Action Sector Operational Program
• Determination of Turkey’s Industrial Emission Strategy within the Scope of Integrated Pollution Protection
and Control
• Technical Assistance for Chemical Safety Assessment under the REACH Regulation
• Training for Building Institutional Capacity on Adaptation to Climate Change
• Identifying and Remediating Areas Contaminated with Persistent Organic Pollutants
• Strengthening Climate Adaptation Action in Turkey
• Evaluation of Invasive Species Threats in the Terrestrial Environment and Inland Waters in Turkey
• Preparation, Implementation and Monitoring of an Action Plan for Endangered Species in Turkey within the
Scope of a New Methodology
• Technical Assistance for Increasing AFAD’s Management Capacity and Reducing Disaster-Related Risks
Caused by Climate Change in Turkey
• Supporting the Implementation of the Strategic Environmental Assessment Regulation
• Preparation of River Basin Management Plans for 6 Basins
• Project on Protection of Waters Against Agricultural Pollution
• Technical Assistance for the Preparation of Flood Risk Management Plans in Meriç- Ergene River Basins
• Capacity Building in the Field of Waste Management
(Circular Economy-Waste Termination-Zero Waste)
IPA III
For the IPA III period, which started on April 27, 2020, an annual al-
location for the determined 5 Thematic Windows will be made ins-
tead of the country-based IPA budget allocation. Within the scope
of the project, 91 capacity building action slips and 33 infrastruc-
ture project slips were submitted to the Presidency and the Presi-
dency of the European Union. The total amount of the submitted
infrastructure project proposals is 886 million Euros, while the ca-
pacity projects are 466 million Euros. It is stated by the European
Commission that the Infrastructure Projects will be constructed by
the method called blending together with the credit support to be
given by the International Finance Institutions. The status of the
infrastructure projects has not yet been determined because the
process is ongoing.
As a result of the evaluations made for Capacity Building Projects,
3 actions with a budget of 29 million Euros were approved for 2021,
and 12 actions with a budget of 45 million Euros for 2022 were su-
bmitted to the European Commission approval and was approved.
