5.2.4. COP16 meetings (December 2-13, 2024)
Regarding the COP16 Agenda (Table 3), an expert from Department for
Combating Desertification of the Directorate General of the ÇEM has been
assigned to examine and summarize each COP16 agenda item. The relevant
expert examined the agenda item given to him and summarized and presented
the relevant agenda item at the meeting where all COP16 agenda items were
discussed at the ÇEM General Directorate. The representative who will attend
the COP16 meetings in the Turkish Delegation to COP16 notes the critical
information discussed at this meeting, and before the COP16 meetings – if
he deems it necessary and thinks that it is the right time - he will be able to
make interventions primarily during the Annex-IV and JUSCANZ meetings,

and then only as the Türkiye group during the COP16 meetings.
A highlight topic at COP16: drought and drought management
“Drought and Drought Management” is one of the prominent topics to be
addressed in COP16. If adopted at COP16 or further COPs, the objectives of
the Convention may include mainly “Drought and Drought Management” in
general, and “Transition to Proactive and Holistic Drought Management” in
particular at the global, regional and national level and its implementation
(UNCCD, 2024).
The UNCCD Intergovernmental (Second) Drought Working Group (IWG),
established by the COP15 decisions, completed its task in June 2024 and sent
the report it prepared to the UNCCD Secretariat. This report contains various
drought-related policy options and definitions, possible factors, processes,
institutional arrangements and mechanisms for consideration at COP16. Any
COP decision that may be adopted based on the IWG report will primarily
aim at land degradation neutrality and holistic water resource management.
On the other hand, this possible COP decision will reduce the vulnerability
of countries to drought in the preparation and implementation of all relevant
policies and actions, and may ensure that effective and widespread drought
resilience is taken into account (UNCCD, 2024).
5.2.5. CRIC22 Meetings (December 3-12, 2024)
Regarding the CRIC22 Agenda (Table 3), an expert from Department for
Combating Desertification of the Directorate General of the ÇEM has been
assigned to examine and summarize each CRIC22 agenda item. The relevant
expert examined the agenda item given to him and summarized and presented
the relevant agenda item at the meeting where all CRIC22 agenda items were
