                                              land management. Moreover, innovation can be
                                              encouraged by cooperating with universities and
                                                        research institutions.





                                              Combating and resilience to drought is a glob-
                                               al problem that requires cooperation among
                                             countries. In this context, ministerial dialogues are
                                              important for the development of strategies and
