Urban Growth - Climate Change


            environmental, social, economic and ecological consequences. It was seen
            through the literature review that these result are related to climate change
            (Nichols et al, 2003: 297; Lu, 2017: 7; Mandal et al, 2019: 1711).
               In addition to the focal points in literature, the issues of hydrology, sea levels,
            basin, coastal cities, urban drainage and natural threats such as flooding are
            also discussed. These issues were examined according to different scenarios
            in the case of failure to control urban growth. It was discussed that urban
            growth may damage natural resources and speed up the formation of new
            development / urban areas. (Lu, 2017: 7; Mandal et al, 2019: 1711). In order to
            prevent this, compact city and low-carbon city approaches were mentioned (La
            Rosa and Privitera, 2013: 9; Ren et al, 2020: 205). According to Ren et al (2020:
            207), land use policies can be managed through protecting natural resources
            and taking urban growth under control. Moreover, it was emphasized that
            climate change adaptation policies would be possible through fertile land use
            policies towards mitigating risks related to climate (La Rosa and Privitera, 2013:
            7). Moreover, mismanagement of fertile land causes a decrease yield. Thus, it
            is emphasized that land use planning decisions have great importance (Halmy
            et al, 2015: 106). For this reason, it was suggested that land use decisions
            should be reconsidered for climate change adaptation and controlled urban
            growth.
               Likewise,  O’Donnell  (2019:  111)  stated  that  land  use  policies  are  at  the
            center of climate change policies as local administrations try to adapt to
            climate change through land use planning (Halmy et al, 2015: 110). On the
            other hand, urban land owners resist land use planning due to their desire for
            urban growth (Kahn et al, 2017: 17). For this reason it is essential to prepare
            comprehensive  and  applicable  plans  for  everyone.  McDonald  et  al  (2011:
            6314) state that urban planners play a key role in developing a land use plan
            adapted to climate. It is stressed that urban planners should develop their
            land use plans focusing on climate by taking social inclusiveness, spatial
            distribution and order, environmental and ecological systems and economic
            stability into consideration (O’Donnell; 2019: 112; NCER, 2014:11).
               At the second stage of literature review, an advanced search for the
            keywords, “urban growth” and “climate change” was made in the National
            Thesis Center (UTM) database. In the search based on the prerequisite that
            the keywords appear in the abstracts, 5 studies were reached. These studies
            are shown in Table 2.
