defined within the scope of the 2020-2023 NSCSAP, responsible institutions
and organisations, high-level implementation steps, planned start and end
dates, expected benefits, related institutions and organisations, international
cooperation opportunities/needs, other related actions/policies, performance
indicators, widespread impact level and detailed explanations about the
current situation are also included.
One of these actions is the implementation of smart regions. Smart regions
are “urban regeneration areas that enable the development of a culture of
co-development in the city by ensuring the interaction of city residents with
technology producers and solution providers operating in the local government
and private sector, and that create Smart City Solutions with research projects
which adopt an open innovation approach, and that provide a test environment
for the implementation of these solutions.” (The Turkish Ministry of Environment
and Urbanization, 2019: 18). The tool for establishing these regions has been
described as urban regeneration. Moreover, “the use of urban regeneration
and urban development areas as an R&D laboratory in Smart City regeneration”
is considered as an important opportunity (The Turkish Ministry of Environment
and Urbanization, 2019: 49). As can be seen, the target to be achieved with
the 2020-2023 NSCSAP is to establish livable, sustainable and smart cities, and
the main tool defined for reaching this goal is urban regeneration. The smart
urban regeneration practices that have been implemented and planned to be
implemented in this respect are discussed in the next section.
2.2. Examples of Smart Urban Regeneration Practices
This section presents the Esenler Smart City Project, which is the first
example of smart urban regeneration project planned to be implemented
within the scope of the 2020-2023 NSCSAP, and other examples of smart
urban regeneration projects implemented within the scope of EU Horizon
Programme.
2.2.1. Esenler Smart City Project
With the Cooperation Protocol for Esenler Smart City Project signed
between the Turkish Ministry of Environment and Urbanisation, the Turkish
Ministry of Industry and Technology and Esenler Municipality, it is aimed to
identify the principles for smart city practices in urban regeneration activities
to be carried out in Esenler district and to realise the exemplary practices
for the strategies and actions included in the 2020- 2023 NSCSAP (Esenler
Municipality, 2023). Under the relevant Protocol, it is targeted to carry out
