            buildings in the area were evacuated and demolished without seeking the
            condition of completing the reconciliation process. Following the completion
            of the construction activities that are ongoing as of today, safe and disaster-
            resilient houses will be delivered to the beneficiaries in 2024.

               4.2. Tokatköy Neighbourhood of Beykoz District Urban Transformation Project
               The spatial development process of Tokatkoy Neighborhood under Beykoz
            district, displays common features with the urbanization and industrialization
            processes  of  İstanbul  starting  from  the  1950s.  Tokatköy  Neighbourhood
            which can be regarded as the periphery of the city thanks to the employment
            created by the Beykoz Shoe Factory and other industrial areas located in
            the district, became an accommodation area for the migrated population,
            and thus construction of illegal housing areas were rapidly spread on the
            public  land  without  having  any  infrastructure,  transportation  connections
            and social facilities.
               The  area  of  approximately  8.3  hectares  was  designated  as  a  “Reserve
            Building Area” by the Ministry in 2019 within the scope of Law No. 6306 on the
            grounds of ensuring the preparedness of real property with block no. 487 and
            parcel no. 3 located on the borders of Tokatkoy Neighborhood against the
            risk of earthquakes, taking the necessary measures to provide the safety of our
            citizens’ lives and property by creating the healthy conditions for a qualified
            environment  and  living  spaces,  and  building  a  liveable  area  by  taking  the
            necessary measures against possible disasters. This area, which is designated
            as a reserve building area, is completely owned by Beykoz Municipality, and
            the ownership problems of illegally constructed houses, as well as the problem
            of unsafe building stock against disasters, have not been solved so far.
               Although evacuation and demolition could be performed within the scope
            of the provisions of the Anti-Squatting Law No. 775 for the project planned
            in this area which is completely public property, it has been designated as a
            reserve building area by the Ministry within the scope of the Law No. 6306.
            According to the Law No. 6306, the applications in the reserve building areas
            primarily based on the reconciliation with the owners and it was determined
            that rent allowance could be provided to the owners evacuated from their
            houses through the reconciliation. For this reason, a site office was opened
            in Tokatköy Neighbourhood to conduct negotiations for reconciliation, and
            as  a  result  of  these  negotiations,  a  92%  agreement  was  reached  with  the
            beneficiaries in the area. Then, although the apartments to be delivered by
            all agreed beneficiaries upon the completion of the project were determined
            by  drawing  lots  in  the  presence  of  a  Notary,  it  turned  into  a  political  tool
            by  provocations  made  by  organisations  or  individuals  that  were  not  on-
