structures were built in the region where the creek and its bed narrowed. It
was observed that during the disaster, the first houses to be flooded were
the ones built in the creek bed. It was also found out that the bridges over
the Ezine Creek did not have a suitable structure for the region. They were
built in a flat arrangement rather than in a vaulted formation. Moreover, the
logs that broke free off the warehouse and ran through the creek blocked the
bridge, which prevented the water from flowing and the accumulated water
overflowed and flowed through the district.
The Ministry of Environment, Urbanization and Climate Change
implemented damage assessment operations with a team of 600 people in
Kastamonu, Bartın and Sinop. The team first identified the regions affected by
the flood. In Kastamonu, 11.256 independent sections in 2405 buildings in 128
quarters and villages were found to be damaged. 263 independent sections
in 104 buildings were found to be destroyed or in need of demolition, and 165
independent sections in 89 buildings were found to be extremely damaged.
In Sinop, 9.380 apartments in 2.132 buildings in 4 districts, and 109 quarters
and villages were examined. 299 independent sections in 188 buildings were
found to be destroyed or in need of demolition, and 29 independent sections
in 25 buildings were found to be extremely damaged. In Bartın, Ulus District,
503 independent sections in 212 buildings in 26 quarters and villages were
examined. 36 independent sections in 27 buildings were found to be destroyed
or in need of demolition, and 29 apartments in 19 buildings were found to
be extremely damaged (Turkish Ministry of Environment, Urbanization and
Climate Change, 2022d).
After the disaster relief accommodation analysis made in Kastamonu,
Sinop, Bartın the total number of housing unit to be built was found to be
1473 in total. Most of these buildings are under construction and the tender
was determined to 700 million Turkish Liras. Also, in addition to housing
projects, the Ministry of Environment, Urbanization and Climate Change have
also implemented square and shopping district projects. 4
Led by the Ministry of Interior, from the first moment the flood hit the
region, a tent city of 548 tents were erected in 5 different points, 75 container
houses, 34 WC and shower containers, 63 office containers were built in order
to meet the accommodation needs of people when the search and rescue
and cleaning operations were in progress. Except for the housing operations,
the total number of cash grants were 647 Turkish Liras, and the tenders invited
