have a building permit and occupancy permit, and that there were many
buildings that were subsequently manufactured contrary to the license and
its amendments, despite the permit documents. Moreover, it was observed
that the buildings without a license or built against the license agreements
or without proper engineering services had serious consequences that
endangered building safety. It was found that although it was stated in the land
survey, in some regions, the buildings were constructed without the necessary
precautions, and hence, the buildings suffered land-based damage. 1
After the earthquake, damage assessment was made for the buildings.
Moreover, many processes were implemented, including the identification
and demolition of the buildings urgently in need of demolition, the checking
and repair of drinking water and wastewater plumbing in the regions affected
by the earthquakes, and the rehabilitation and transformation of the regions
affected most by the earthquake. As part of these procedures, through the
investigations made in Elazığ city and its districts, a total of 14.674 buildings,
and 36.386 apartments were identified as demolished, urgent need of
demolition, and heavily damaged. The buildings with medium damage are
structures where entry and residence is not allowed unless the necessary
repairs are done. As a result of the earthquake, the total number of buildings
with medium damage was 1104, and the number of independent sections with
medium damage was found to be 9.314. Buildings without any damage or
with little damage were 60039, and the total number of independent sections
with little damage was found to be 222.410. These structures were allowed to
be inhabited by the residents. 2
The earthquake that happened in Elazığ also affected the cities of Malatya,
Diyarbakır and Adıyaman. The number of buildings in Malatya with no or little
damage was 52.473, while the buildings with medium damage were 320 in total,
and the number of buildings urgently in need of demolition, demolished, or
heavily damaged buildings was found to be 6.575. The number of buildings
in Diyarbakır with no or little damage was 10.177, while the buildings with
medium damage were 23 in total, and the number of buildings urgently in
need of demolition, demolished, or heavily damaged buildings was found
to be 638. The number of buildings in Adıyaman with no or little damage
was 5.303, while the buildings with medium damage were 19 in total, and the
number of buildings urgently in need of demolition, demolished, or heavily
damaged buildings was found to be 870 (Turkish Ministry of Interior, 2020).
