population density of the regions, the development directions, sizes and principles of various urban and rural
settlement areas, urban, social and technical infrastructure areas, and transportation systems (Spatial Plans

In the second part of the study, in accordance with the Construction Law
and Spatial Plans Construction Regulations, works started study case at
Torbalı. The study case was decided to be centered around Torbalı, formed
around the Spatial Plans General and Construction details as part of the
Spatial Plans Construction Regulations, the planning process was based on
system approach model (Erdoğan 2018). Based on strategical spatial planning
approach, the study presents analytical data based on written, visual and
oral acquisitions of a vision of a resilient city against urban heat waves, and
creates a synthesis based on the information from the analytical data, forms
a definition of the issue concerning the resilience of the city, and at the final
stage, presents forms a spatial plan that determines the principles of a two-
alternative 1/5000-scale settlement as part of an ideal plan scheme. As a result
of the study, whether the master plan alternatives based on indicators set
create a resilient city or not is discussed and suggestions are made.
