DESIGNING RESILIENT CITIES: APPLICATION
GUIDE SEEKING, THE CASE OF İZMİR TORBALI

ABSTRACT
Urban systems consist of structures, infrastructure and energy facilities,
waterways, transportation, and open and green circulation systems. The
concept of urban resilient which expresses adaptation and responding to
changes in the urban system, is one of the current research topics of spatial
studies. The lack of resilience of urban systems results in the city being extremely
vulnerable to disasters. In times of crisis, it is important for urban systems to
survive and function under pressure. Sustainable development goals make
it important to create a resilient city in city plans. The resilience of cities is
based not only on disaster risks, climate change, uncontrolled population
growth, but also on regional agglomerations, epidemics, the resilience of
cities against crises and their flexibility to react. This study is based on the
hypothesis that a resilient urban planning is possible using urban planning
tools. For this purpose, resilient city criteria obtained as a result of literature
review, zoning law and Spatial Plan Construction Regulation are applied in
Torbalı district within the framework of master zoning plan, aiming to create a
city structure that is resistant to earthquakes and urban heat waves. With this
purpose, two different spatial plans of “Resilient City Torbalı”, produced are
presented. While resilient cities minimize the negative effects of the misuse
and excessive consumption of resources, they contribute to increasing the
quality of life by developing concepts such as natural environment, health,
economy, and society. It is thought that the study will contribute to decision
makers and researchers working on Torbalı district and resilient city.
