PERFORMANCE OF HIGH RISK BUILDINGS IN
OUR COUNTRY

ABSTRACT
Low-to-Mid-rise reinforced concrete (RC) buildings constitute majority of the building stock
in our country. Nearly 50 percent of our RC building stock is constructed before 2000 and thus
they are known to not reflect the seismic provisions of the 1998 and later codes. The insufficient
seismic performance of these structures was confirmed by their response in past earthquakes.
There is consensus that these buildings which showed poor performance due to inadequate
material, poor workmanship, inappropriate detailing, and inadequate design, do not reflect
some important requirements that were put into practice after 2000 and are known to be critical
for seismic performance. Among these criteria, the most important ones are the promulgation
of 1998 code that is more comprehensive than 1975 code, the use of ready-mix concrete and high
quality steel that were made compulsory by the revised TS500 standard, the influence of Kocaeli
and Duzce earthquakes of 1999 and building inspection law that was put into in effect in 19 pilot
cities in 2001 that is expanded to whole country in 2011. In this paper, the typical properties of
our building stock are presented along with their seismic performance and recommendations
are provided for reduction of seismic risk.
