Indicators as well as “proportion of land that is degraded over total land
area (SDG 15.3.1)” calculated from these indicators are reported (UNCCD
PRAIS, 2024).
3.2.3. LDN principles and processes
The UN’s 2030 Sustainable Development Agenda sets 17 goals in areas
such as poverty, hunger, health, education, gender equality, water and energy
availability. These goals cover aspects such as sustainable economic growth,
reducing inequalities, creating clean and safe cities, developing sustainable
consumption and production patterns, and combating climate change.
Furthermore, it is intended to protect marine and terrestrial life, ensure peace
and justice, and strengthen global partnerships. These efforts are aimed at
achieving a balance of social justice, economic growth and environmental
sustainability (UN SDG, 2024).
Sub-target no. 15.3 (SGD 15.3) among the Sustainable Development Goals
adopted in New York in September 2015 targets to combat desertification,
rehabilitate degraded lands and soils including lands affected by
desertification, drought and floods, and contribute to LDN as a result of these
efforts (UNCCD, 2024).
The UNCCD defines the concept of LDN as “a state whereby the amount
and quality of land resources necessary to support ecosystem functions and
services to enhance food security remain stable, or increase, within specified
temporal and spatial scales and ecosystems” (UNCCD, 2024).
In this regard, the Parties agreed to set “National Voluntary Targets”
for LDN at 12th Session of the Conference of the Parties held on October
12-23, 2015 in Ankara. In this context, Türkiye prepared the “National LDN
Targets Report”, the report was finalized after it was shared with the relevant
institutions and organizations to get their opinions and contributions, finally
it was submitted to the Secretariat in 2016. In the process of setting these
voluntary targets, a pilot project was carried out before COP 12 under the
leadership of UNCCD with the participation of 14 countries. The aim of the
project was to put the LDN approach into practice and to identify the country’s
goals in this direction. Türkiye has been one of the first countries to commit to
setting national LDN targets, and in this context, Türkiye’s LDN goals for 2030
were defined along with the preparation of LDN National Report (2016- 2030).
Table 2 shows Türkiye’s 2030 LDN Voluntary Targets (ÇEMGM, 2016).
