more effectively, to ensure coordination among the institutions, to fulfill the
obligations of the Convention and to regularly monitor the realised activities,
“National Action Programme to Combat Desertification” was prepared and
entered into force with the circular (2005/2) published in the Official Gazette of
March 09, 2005. As part of the Convention, “UNCCD 10-Year Strategic Plan”
covering the years 2008-2018 was adopted at the 8th Conference of Parties
held in 2007 in Madrid. The UNCCD Secretariat requested the Parties to
harmonize their National Action Plans according to the 10-Year Strategic Plan.
Following that, the “Alignment of Türkiye’s National Action Plan with UNCCD
10-Years Strategy and Reporting Process” was launched in partnership with
the General Directorate of ÇEM and FAO to update the action plan. The
project was supported by the Global Environment Facility (GEF). Studies
were carried out within the scope of the project and a National Action Plan
was prepared with the participation of all relevant institutions, organizations,
NGOs and universities; and it was updated together with the National Strategy
to Combat Desertification, which was started to be prepared in 2012, and
finally turned into a single document under the name of “National Strategy
and Action Plan to Combat Desertification” (ÇEMGM, 2019).
This document was submitted to the Higher Planning Council for the
purpose of its more effective implementation and approved by the Council
of Ministers with its decision dated 18.06.2015 and numbered 2015/20. The
National Strategy to Combat Desertification (2015-2023) was entered into
force after being published in the Official Gazette No. 29424 dated July 24,
2015. The strategy document and the action plan were combined and the
“National Strategy and Action Plan to Combat Desertification” was prepared
as a single document (ÇEMGM, 2015).
In 2019, the National Strategy and Action Plan to Combat Desertification
(2019-2030) was drawn up taking into account the expiration of the
implementation period of the existing action plan (2014-2018), the publication
of the new strategy document by the UNCCD (2018-2030) and the National
LDN goals (ÇEMGM, 2019).
As of 2024, the current plan has been updated and the National Strategy
and Action Plan to Combat Desertification (2024-2030) has been prepared.
3.2.2. UNCCD PRAIS national reporting
Türkiye reports its activities on combating desertification within the scope of
UNCCD obligations every four years through the UNCCD PRAIS (Performance
Review and Assessment of Implementation System) system. The General
Directorate of the ÇEM is the institution responsible for monitoring, reporting
and coordinating Türkiye’s activities to Combat Desertification.
