in Europe-EMEP” under the Convention, which contains the components
of collecting the emission data, measuring air and precipitation quality and
performing atmospheric distribution modelling. Technical preparations are
underway for considering of becoming a party to other protocols, especially
the Gothenburg Protocol.
It is revealed that the CLRTAP Convention has become successful in reducing
the main air pollutants, especially the sulphur dioxide emissions (Tuinstara et
al., 2016). On the other hand, energy consumption continues to increase each
year, and there is an ongoing combat against ammonia and volatile organic
emissions. There are also other regional and global collaborations aimed at
reducing air pollution.
The United Nations Environment Programme (UNEP) in 2011 and the World
Meteorological Organization (WMO) set forth that instead of focusing only on
carbon dioxide reduction measures, the combat against short-lived pollutants
will also accelerate efforts to stop the increase in global warming. The results
to be obtained will represent the “win-win” principle for both air pollution and
climate change. (UNEP, 2011)
Clean Air & Climate Change Coalition (CCAC) was founded in 2012 for the
purpose of obtaining multiple benefits in the short term by linking climate
and clean air actions. The Secretariat of the Coalition is undertaken by UNEP.
The primary studies conducted by CCAC include Doha-Qatar High Level
Ministerial Assembly in 2012, establishment of the Agriculture Initiative and
Mexico Working Group Meeting in 2013, participation of World Bank and
World Health Organization in Oslo, Norway in 2013, draft resolution on air
quality by UN Environment Assembly in 2014, acceptance of five-year strategic
plan at ministerial level in Paris, France in 2015, Global Methane Forum in
Washington, the USA in 2016, Kigali Amendment to the Montreal Protocol in
2016, BreatheLife Campaign in Ecuador in 2016, Launch of Global Methane
Assessment Report in Paris, France in 2016.
2.2. National Studies
Within the framework of the environmental chapter of the European Union,
which has been in progress due to our position as a candidate country, the
national air quality legislation is also being revised at a fast pace in certain
topics and is regulated to reflect our country profile. Applicable regulations in
our national legislation are listed below:

• Regulation on the Control of Air Pollution Caused by Industry
• Regulation on the Control of Air Pollution Caused by Heating
