                In this regard, the constant air quality measurements were mainly preferred
              as the first step. With this approach based on the detection of air pollutants
              in the outdoor air, the limit values determined for human health and
              environmental protection are compared with the measurement results. Air
              quality index calculations are made to classify the air quality such as good,
              moderate, sensitive which can be easily understood by the public.
                Fixed  air  quality  measurements,  which  have  a  fairly  high  installation
              and  operating  cost,  have  been  supported  by  rapidly  increasing  indicator
              measurements and modelling applications in recent years. Air quality
              modelling applications feature with their high spatial representations,
              ability to determine the impact of pollution sources with sensitivity analyses,
              representing  impact  of various  scenarios.  In particular, with  the “eularian”
              approach, which includes the impacts of all sources, it is aimed to calculate
              the inhaled air quality at the most representative level possible, taking into
              account atmospheric reactions and transfers. Modelling applications with data
              verification according to international standards are used as an important tool
              in air quality management.


                2. Regulations on Air Quality Management

                The theme of air quality management, similarly, is among the first to be
              addressed in an internal legislation in Türkiye. The “right to live in a healthy
              and  balanced  environment”  defined  in  the  Constitution  is  regulated  by
              broader  measures  and  provisions  along  with  the  Environmental  Law  No.
              2872. Environmental problems were addressed and the relevant regulations
              to prevent these problems were referred to in the development plans. The
              first regulation published with the foresight of “air quality protection”, which
              was already included in the internal legislation, was prepared by focusing on
              industrial activities among the sources that cause air pollution. Subsequently,
              becoming a party to international environmental conventions and protocols
              have accelerated the process of rapid development of the administrative
              and technical infrastructure related to air quality, along with the emerging
              conditions both on a global scale and in Türkiye. In this scope, the organizational
              structure and administrative regulations have been implemented on the basis
              of monitoring, evaluating and managing the air quality both to prevent the air
              pollution nationally and to follow up the impacts and results of air pollution
              transport on an international scale.
