Perception and Expectations of Urban
Regeneration in Istanbul
Paris Climate Agreement (United Nations, 2015), Sendai Framework (United
Nations, 2015) and Sustainable Development Goals (United Nations, 2015) in
the period following the International Decade for Natural Disaster Reduction
(United Nations, 1989) which started in 1990s in the scope of risk reduction. In
this regard, it is required to consider the period after 1999 earthquakes and
the legal and implementation tools guiding the risk mitigation studies from
a broad perspective, and perceive the relations between each other within a
system integrity. In other words, Law No. 6306 on the Transformation of Areas
under the Risk of Disasters should not be considered independently of the
legislation directing the construction and urbanization, as well as strategic
plans and innovation ecosystem.
2. Perception of urban transformation
Within the scope of this article, an evaluation is made through the certain
sections, focusing on the urban transformation, in the survey studies which
are based on the urban risk perception in İstanbul and have been applied in
three different periods. In each three survey study, interviews were conducted
by taking random samplings among the groups representing different soil
structures and population density, and distributions on the Anatolian and
European sides were also taken into account. 491 and 528 surveys were
conducted in 2013, 2019 respectively and 391 surveys were also made in
2019 after the Mw5.8 earthquake occured offshore of Silivri in 26 September.
The same questions were asked to the participants in these three periods. In
addition to these questions, the survey conducted after the Silivri earthquake
includes a package of questions aimed at evaluating the situations that
participants experienced and observed during the earthquake.
2.1. Field of study
In the study conducted by Dökmeci and Berköz (2000) on residential areas,
an assessment was made by taking into account the historical development
process of İstanbul and referring to the distribution centered at the Historical
Peninsula and its surroundings (Eminönü and Beyoğlu). 1st Ring includes
Bayrampaşa, Beşiktaş, Eyüp, Fatih, Kadıköy, Şişli, Üsküdar and Zeytinburnu
districts while 2nd Ring contains Bakırköy, Beykoz, Gaziosmanpaşa, Kâğıthane,
Kartal, Küçükçekmece, Pendik, Sarıyer and Ümraniye districts which were
located within the administrative boundaries of the Metropolitan Municipality of
that period. Tanrıverdi Çetin and Dülgeroğlu (2013), in their studies, expanded
the area of 1st Ring over the structure centered at the Historical Peninsula
and its vicinity towards Kağıthane-Sarıyer region by taking into account the
