THE PLACE OF URBAN TRANSFORMATION

IN NATIONAL PLANNING: THE CASE OF THE
SPATIAL STRATEGIC PLAN OF TÜRKİYE

ABSTRACT
Urban transformation is more prominent in the world regarding planning,
architecture and design practices. However, this concept, which is legally
and administratively essential and has a place to different extents, includes
many definitions and application types. In Republic of Türkiye, the urban
transformation has become a method primarily associated with natural
disasters and has been used to increase the resilience of cities. This article
aims to describe the roadmap for implementing urban transformation to
lower scales by revealing how it is handled in an upper scale spatial planning
approach, such as the studies of the Spatial Strategy Plan of Türkiye at the
country level which is realized for the first time in Türkiye. Such an upper-
scale plan can only contain the implementation form and process and basic
principles of urban transformation and the elaboration of the implementation
process is set out with references to the lower-scale plans. The most basic
reason for this is that each urban transformation application has its own
unique spatial, social and economic context. In this context, this article will
discuss the place and role of urban transformation within the scope of the
Spatial Strategy Plan of Türkiye, and based on this, will reveal the clues of
potential urban transformation discussions in the future.
