capacity, charging concept, unit energy consumption (with auxiliary systems),
regenerative braking capacity and the range value to be achieved (according
to operating performance conditions).
It is thought that the tender technical specifications should also contain the
maintenance & repair approaches specific to electric buses that are regarded
as a sectoral gap in general and planned to be included in the tender technical
specifications as well as the trainings to be provided to the end users in this
sense. Periodic and heavy maintenance & repair approaches for electric
buses, required software in this context and equipment necessary for their use
should also be taken into account in the tender specifications. On the other
hand, the whole maintenance & repair procedures and processes that base on
standard approaches for conventional systems (doors, lighting systems etc.) in
the buses with internal combustion engines should also be applicable for the
electric buses which have these conventional systems as well.
Furthermore, for applying the fault management and impact assessments
on the electric buses; special diagnostics and calibration equipment
developed for powertrain,brake, and bodycontrol systems, special measures
to be taken during maintenance & repair activities, certification to be required
for technical staff who will perform the relevant activities for the necessary
equipment (especially for high voltage) and the special equipment to be used
should also be included in the technical specifications of the tenders.
Regardless of the preferred business model, it is important for public
transportation authorities to gain knowledge about this new branch of business.
There is no workforce trained and certified in Türkiye in this new field, which is
developing especially for the powertrain systems of electric vehicles. In addition,
it is considered that bus drivers can also be provided with special driving training
for electric vehicles, and that significant gains can be achieved by means of
efficient driving techniques. The specified training topics and educations should
also be included in the scope of electric bus procurement tenders.
Despite the large number of electric bus suppliers in Türkiye, large-
scale tenders, including foreign electric bus suppliers that do not have an
adequate after-sales service network, are important for enabling competitive
conditions. Taking into account the sustainable operations, the response time
to possible failures, the provision of necessary / sufficient stock of spare parts
and, most importantly, the tender process and preparations should be carried
out in accordance with the domestic electric vehicle industry. In this scope,
in accordance with the applicable legislation in Türkiye, a price advantage
of up to 15% can be applied for electric buses that will be supplied through
domestic production.
