            ensured for the propulsion battery as well which is the main element of the
            sustainable operational performance during the specified period.

               Evaluation and Conclusions

               Today, accelerating the transition  from conventional systems  to electric
            systems in buses used in rubber-wheeled public transportation systems offers
            an important opportunity to reduce emissions from transportation and combat
            climate change. However, according to data for the public transportation sector
            excluding China, it is stated that although more than 100,000 new buses are
            purchased worldwide annually, only 13% of them are electric buses (Hummel,
            2018). According to the basic scenarios based in many studies, the amount of
            greenhouse gas emissions is estimated to be 1,175 Mt CO  in Türkiye by 2030.

            Electric buses to be used in public transportation systems that are expected
            to be the locomotives especially for the electric vehicle industry in Türkiye, are
            considered as a good starting point for the reduction of emissions.
               With the business model based on the innovative electric bus procurement
            approaches to be introduced in this study, an alternative approach for the
            relevant audiences has been presented within the framework of the Public
            Procurement Law of Türkiye. In accordance with the current public procurement
            applications, both the obligation to use the Turkish Lira and the limited periods
            contained in the contracts bring various challenges in the supply of electric
            buses for local governments within the framework of the envisaged business
            models. An innovative and sustainable business purchasing model is presented
            with the “Public Transportation Operational Performance” contract, which is
            introduced specifically for public transportation systems within the scope of
            ICP model. This model allows the procurement of the electric buses in line
            with the legislation and practices in force. Technical Specifications is important
            for the application of the main tendering documents. In this context, the base
            of non-price factors It is suggested that electric bus procurement tenders are
            held. By starting the tenders with small scale pilot projects; It is recommended
            to  provide  feedback  on  possible  malfunctions  and/or  incompatibilities
            specific to the public transportation operator/authority that may occur. It is
            considered as an alternative procurement method where the above points,
            which are emphasized as useful and important, can be implemented within
            the framework of the transportation policies to be put forward before the
            upcoming elections for local governments.
