THE RELATIONSHIP BETWEEN INTEGRATED

COASTAL ZONE MANAGEMENT AND PLANNING
AND MARINE SPATIAL PLANNING IN TÜRKIYE

ABSTRACT
The relationship between Integrated Coastal Zone Management and Planning (ICZM) and Marine Spatial
Planning (MSP) is among the priority issues for Türkiye, given its geopolitical position and strategic ad-
vantages, including access to the Mediterranean, Aegean, and Black Seas, which are critical for maritime
trade and strategic passage routes. The seas not only provide essential areas for economic activities but
also host ecosystems rich in biodiversity and natural resources. MSP offers a multidimensional approach
to the management of marine areas and resources, encompassing various dimensions such as the sea sur-
face, water column, and seabed. It establishes a strategic framework for the sustainable use, protection, and
development of marine resources. The preparation and implementation of MSP are crucial for Türkiye to
manage its marine resources more effectively and align with international maritime laws and policies. This
study aims to analyze significant issues related to marine spatial plans from the perspective of Integrated
Coastal Zone Management and Planning, in which Türkiye has extensive experience, by linking them to
relevant legislation. Furthermore, it seeks to raise awareness of Marine Spatial Planning among a broader
audience. Türkiye’s success in integrating ICZM and MSP will contribute to its increased visibility and
effectiveness on the international stage in terms of environmental sustainability, the protection of marine
resources, and the management of maritime-related economic activities. This strategic approach to the
integration of ICZM and MSP will help Türkiye establish a leadership position in maritime and marine
environment management while ensuring the effective management of marine resources, achieving eco-
nomic and environmental sustainability, and safeguarding its strategic interests.
