SMART CITIES AND SUSTAINABLE URBAN
                                   REGENERATION

                                        ABSTRACT
            The lack of any performance indicator set that addresses both the planning and design processes
            of urban regeneration and smart cities makes monitoring and evaluating the existing projects -
            as well as those to be implemented in the future - challenging. Therefore, the aim of this study
            is to define sustainable urban regeneration as the tool for smart city implementation and to
            develop an operational performance indicator matrix for measuring and evaluating this process.
            To develop such a matrix, it is benefitted from qualitative research methods (literature review,
            document analysis, content analysis). First of all, 2020-2023 National Smart Cities Strategy and
            Action Plan (NSCSAP), which outlines the national legal and administrative framework for
            smart cities, is analysed and the parts that give reference to urban regeneration are gathered.
            Following that, three examples as being the important showcases of smart urban regeneration
            in Turkey are briefly delivered. Finally, an operational performance indicator matrix is created
            by bringing together the components of sustainable urban regeneration and the performance
            indicators defined in NSCSAP that have direct relationship with urban regeneration practices.
            When examined in detail, it is seen that the performance indicators defined within the scope of
            NSCSAP draw a general framework and leave the urban regeneration practices free and flexible.
            In this context, it should not be overlooked that, while preparing local-scale smart city strategies
            and action plans, it is necessary to define performance indicators dedicated both on the city
            and neighbourhood scales, and that establish partnerships with sustainable urban regeneration
            approach.
