ABSTRACT
Istanbul, one of the most important trade and service centers of the world and the export
locomotive of our country, faces a serious earthquake risk due to its geographical location.
Although many regulations and changes have been made legally and administratively after the
major disasters, they alone have not been sufficient to prevent/reduce the possible damages of
the expected Istanbul earthquake. It is expected that urban areas that have become worn out and
collapsed will be improved with urban transformation activities, which are intended to be used
as an effective implementation tool in the disaster preparedness process.
In urban transformation practices carried out to create safe livable environments against
disasters, this study aims to draw attention to the importance of making cities resilient
without experiencing these delays by examining the expectations of beneficiaries from urban
transformation practices, approaches that ignore the risk of disasters and factors that cause
deceleration of the construction process and economic, social and spatial effects caused by
delays in the implementation process, using legal means in the face of a possible disaster and
changing the perception of urban transformation.
In the study, first of all, the urbanization process of Istanbul was examined and assessments
were made on the current urban structure, secondly, the earthquake disasters experienced in
our country, which stand out for their destructiveness and effects, and the subsequent legal
regulations were examined, and finally, the problems faced in the areas of urban transformation
implemented by the Ministry in Istanbul within the scope of the law No. 6306 issued in 2012
were discussed.
