FOR ELECTRIC BUS PURCHASES BY LOCAL
GOVERNMENTS

ABSTRACT
It is considered that the main public transportation strategies, supported by country-
wide policies, should be established in order to control and reduce emissions originating
from transportation, especially by local governments in Turkey. These policies necessitate
the presentation of innovative approaches, different from traditional methods, in the
wide lane from procurement to operation of the preferred transportation concept. In this
study, different business models for the supply of electric buses for public transportation
systems have been evaluated within the framework of the implementation of the Public
Procurement Law No. 4734 in force for Turkey. An exemplary tender approach based on
competitiveness, specific to the supply of electric buses, has been put forward in order to
raise awareness especially for public transportation authorities and enterprises..
