The Barcelona Convention
The decision to include the protection of the Mediterranean as one of the priority targets within the scope of the “Re-
gional Seas Program” established by the UN Environment Program (UNEP) in 1974 resulted in the establishment of the
Mediterranean Action Plan (MAP) in 1975, with the participation of the riparian states and the EU.

In accordance with the spirit of the decisions taken at the “UN Environment and Development Sum-
mit” held in Rio de Janeiro in 1992, the Barcelona Convention was expanded in 1995 to include coas-
tal areas as well as the marine environment, and elements such as sustainable development goal,
public participation, environmental impact assessment has been brought.
In this context, the name of the renewed Convention was changed to “Convention on the Protection
of the Marine Environment and Coastal Zone of the Mediterranean” and entered into force in 2004.
Our country ratified the reorganized Barcelona Convention in 2002. 21 countries with a coast on the
Mediterranean and the EU are parties to the convention.
