A New Model in Disaster Management:
Turkish National Risk Shield Model
that we have experienced due to the climate crisis in recent years necessitate
an all-out disaster combating strategy. The preparations made after the 1999
Marmara Earthquake have increased the capacity to combat disasters, but
after the 2023 Kahramanmaraş Earthquakes, this capacity has shown that it
needs to be further developed. Therefore, shortly after the earthquakes, the
Turkish National Risk Shield Model was realized by the Ministry of Environment,
Urbanization and Climate Change on March 3, 2023 under the auspices of the
Presidency. For the implementation of the model, 13 sub-committees consisting
of 159 members were established to cover all stages of disaster management,
and an organization was formed involving the chairman, advisory board,
vice-chairman, secretary and deputy secretaries. The committee, consisting
of scientists, bureaucrats and experts of the relevant ministries, prepares
the reports including the studies conducted through workshops, technical
examinations, round tables, focus group meetings and presents them to the
senior management of the Ministry in the form of reports for implementing
them in the earthquake zone and all residential areas outside the earthquake
zone. In this sense, the Turkish National Risk Shield Model is considered as a
participatory and inclusive model that contributes to Türkiye’s fight against
disasters because it incorporates innovative, scientific and stakeholder views.
