               1.  Preparation of Soil Survey and Geotechnical report.
               2.  Implementation  of  Site-Specific  Earthquake  Hazard  Analyses  (TBDY
                  (2018)-Chapter 2.4.1).
               3.  Definition of Earthquake Ground Motions in the Field of Time History
                  (TBDY (2018)-Chapter 2.5).
               4.  Site-Specific  Soil  Behavior  Analyses  (TBDY  (2018)-Chapter  2.4.2  and
                  Chapter 16).
               5.  Preparing the preliminary structural design, and if required (if there is
                  ZD or ZE clas soil and piled foundation), Structure Pile Soil interaction
                  analyses (TBDY (2018)- Chapter 16.10).
               6.  Preparation  of  technical  specifications  for  seismic  isolators  and
                  dampers, if any (main parameters, test conditions etc.).
               7.  Making the tender in accordance with the preliminary design.
               8.  Selection  of  the  isolator  manufacturer  taking  into  account  the
                  qualification conditions.
               9.  Selection  of  an  isolator  test  center  capable  of  performing  tests  in
                  accordance with the needs. Duration is also important if there is a busy
                  activity in isolator test centers.
               10.  Production of prototype isolator and damper, if any.
               11.  Realization of prototype tests of isolators and dampers.
               12.  Checking the structural design according to the test results.
               Again for the first time in TBDY (2018) under the title “1.3 Design Supervision
            and  Control  in  Special  Cases”  it  became  mandatory  to  receive  “design
            supervision and controlling services from civil engineers with theoretical and
            professional knowledge and experience in the relevant field, who will work at all
            relevant design stages from the beginning of the project to the completion of
            issues requiring special expertise in the evaluation and design processes related
            to the implementation of the regulation . It is also obligatory to receive design
            supervision and control services in designing the seismic isolation buildings
            to  be  constructed  according  to  TBDY  (2018)  Chapter  14,  and  this  service
            is  rendered  by  persons  who  hold  Design  Supervision  Expertise  (TGUA-5)
            certificate. TGUA-5 controls all the above steps as a whole and is responsible
            for  carrying  out  these  processes  in  accordance  with  the  regulatory  rules
            and  engineering  principles.  Reviewing  earthquake  records  that  are  scaled
            according to the selected and site-specific earthquake spectrum, evaluating
            the suitability of design criteria and approach, reviewing the prototype test
            program and checking the test results, and evaluating the suitability of the
            final isolator parameters and the final design are among the main tasks of
            TGUA-5. In addition, it is necessary to provide services from persons holding
