practices also create a sense of self-confidence in individual and social terms. It
is clear that entrepreneurs are important stakeholders in climate risk mitigation
within their sectors. Entrepreneurs that are strong in economic terms can
make risk preparation for important and strategically critical sectors such as
agriculture, producers are usually underprepared, which leads to a constant
search for funding after disasters, which creates a burden on national budget.
Studies on adaptation based on the principle of caution play a preventive role
in the short and long term, and they have benefits that mitigate the effects of
disasters.
The fact that the topic of this study, storms have turned into disasters and
cause financial losses, reveals the importance of urgent need for developing
institutional strategies. Elements such as planning of financial management,
the responsibility of public administration to the public, and the need for the
public to follow the necessary instructions, sectoral preparation, etc. make
up the important components of storm-centered strategies. Accordingly,
meeting the requirements of “Resilient Cities” will contribute greatly to the
prevention of the damage and losses caused by disasters based on extreme
weather conditions.
To realize adaptation planning and application with consideration of
geographical features and disaster types in an integrated manner, the
anticipations and strategies should be transferred to national plans and
programs. In these practices, pilot projects that will increase experience and
confidence threshold will add to the learned lessons, and it is important to
share them at a national and international level.
In sectoral practices, it seems important to take governance and integration
into account. Especially key sectors like agriculture also involve many other
issues. Adaptation plans may provide additional benefits and creates a
capacity in different aspects such as agricultural productivity, innovation, health
and welfare, and food security. This governmentality will be possible through
multidisciplinary and transdisciplinary studies involving the experience of the
people. In this sense, to support integrated multidisciplinary studies, there
should be a separate saving allocated for this in the budget of institutions and
the government.
