environments. Such incidents have features that can affect and trigger each
other in terms of posing a threat. The relevant issues point to threats with
economic, socio-cultural, etc. aspects. These threats may not only be nature-
based, but also affect the human life quality and trigger each other. As also
seen in the observations of the United Nations Office for the Coordination
of Humanitarian Affairs (OCHA), human safety concerns have gone beyond
military protection and have acquired a new dimension that threatens human
honor. The definition of safety determines a variety safety area. These areas
are given below (UN, 2019).
1. Economy: Creating employment and measures against poverty
2. Food: Measures against hunger and famine.
3. Health: Measures against diseases, unsafe foods, malnutrition, and
lack of access to essential health services.
4. Environmental: Measures against environmental destruction,
depletion of resources, increased natural disasters and pollution.
5. Individual: Measures against physical violence, crime, terrorism,
domestic violence, and child labor.
6. Community: Measures against ethnic, religious and other identity-
based tensions
7. Politics: Measures against political pressure and human rights
violations.
The Regulations of Disaster and Emergency Management are defined
as “nature, technology or human-induced incidents that result in physical,
economic and social losses, stops or interrupts regular life and human activities.”
(5902, Article 2/b). As seen in the definition, disaster administration is analyzed
within the concept of safety with similar aspects. In nature-induced disasters
there may be links to anthropogenic disasters such as “terrorism”. The Security
and Foreign Policies Council, which operates under the Presidency Policy
Councils, created based on the 2018 regulations (Presidential Decree1, Article
20), concerns “regional issues, immigration policies, disaster and emergency
administration civil aviation safety, cyber security, highways, railways, airways
security, regional issues, global developments and international issues.” Thus,
it also concerns the issue of storms.
Whether this issue is discussed in terms of resilient city or healthy city, with
its population characteristics and identity, it requires cities which reach the
required service standards in providing essential urban services. Moreover,
there is a need for a city which maintains services in the face of current climate
conditions. The maintenance of these services requires a philosophy that
undertakes social- institutional responsibilities in line with governance, human
rights, the rule of law, and ethical/universal values.
