WHERE DO STRONG WINDS AND STORMS STAND
                   IN THE CONTEXT OF CLIMATE CHANGE? 1

            ABSTRACT
            Climate changes create damaging effects in many regions on a global scale.
            Although  climate  changes  manifest  themselves  in  the  form  of  drought
            experienced in terms of global warming, extreme weather or extreme climatic
            events also appear as unexpected, unusual, severe, or non-seasonal weather
            conditions, ın other words extreme climate events. Main responsibilities of the
            public administration are preparing, updating, and publicly sharing the provincial
            strategic  action  plans  to  raise  social  awareness  regarding  the  knowledge  of
            different types of disasters, preparation for these types, planning, timely and
            appropriate  intervention,  management  and  restructuring.  The  fact  that  the
            storms, which are the subject of this study, turn into disasters and cause loss of life
            and property show that it is urgent necessity to develop institutional strategies
            in this regard. As a first step in creating these strategic action plans, individual,
            institutional and social resilience needs to be built around storms-which should
            be acknowledged as a type of disaster. The planning of financial management,
            public  administration  taking  responsibility,  public  compliance  to  necessary
            instructions, sectoral preparation, and etc. will constitute the important pillars of
            these strategies. Consequently, with the concept of “Resilient Cities” significant
            contributions will be made in preventing losses caused by disasters caused by
            extreme weather events.
