URBAN RESILIENCE PRACTICES TO CLIMATE
CHANGE: CASE OF DENİZLİ

ABSTRACT
One of the biggest threats facing our planet is climate change. With the
temperature of the earth rising more than 2ºC compared to before the industrial
revolution, climate change will become irreversible and will have huge effects in
the long run. Urban development patterns and the growth of urban population
are major drivers of climate change, influencing total energy consumption and
associated greenhouse gas emissions. Therefore, it is necessary to build cities
that can develop capacity in order to be protected from possible changes in
the future and the damages that these changes may cause to social, economic
and technical systems and infrastructures, and to be able to protect the same
functions, systems and identity in the face of these possible changes. In addition
to being the structure most affected by climate change, cities are one of the most
important structures in the fight against this situation. For this reason, cities need
to develop and effectively implement their own adaptation action plans in order
to minimize the effects of climate change. The aim of the study is to consider
a strategy plan made with multi-stakeholder cooperation for the creation of
resilient cities, in terms of preparation, implementation and functionality, through
sample plans in the literature and to present a good practice example for future
studies. In this context, by examining the physical, environmental, morphological
and socio-economic characteristics of Denizli city, a Climate Change Action
Plan has emerged in accordance with the climate change policy. At the same
time, Smart City Applications have been implemented in order for cities to be
sustainable and for people living in cities to adapt to the new conditions required
to continue their lives without facing major shocks and stresses. In this study,
which was carried out using literature and content analysis methods, it will be
examined whether Denizli Metropolitan Municipality has made an improvement
in resilience.
