In the light of the information above, climate change adaptation policies
stand between climate change and urban growth, serving as an intermediary
by helping mitigate the effects of climate change as well as directing urban
growth dynamics. At this point, land use policies play an important role as the
driving force in directing urban growth and mitigating the effects of climate
change. Therefore, social, economic and environmental inclusiveness of
these policies should be promoted. Additionally, the role of management at
a local and national level is of critical importance in determining priorities in
maintaining climate change adaptation and making urban growth decisions.
Furthermore, the section in blue in Table 3 presents the policies related to
climate change in three fundamental documents.
In the National Adaptation Strategies and Action Plan, there is emphasis
on the need for regulating all economic sectors to mitigate greenhouse
gas emissions. In the National Climate Change Risk Management the risks
concerning climate change, and adaptation methods are finally, the 11th
Development Plan mentions the issues of environmental problems and
sustainability, and stresses the importance of economic development with a
focus on urban growth. In addition to these documents at a national level,
climate change action plans have been made at a local level in Türkiye as
well since 2015. However, out of 30 metropolitan municipalities, only 9 cities
(Istanbul, Izmir, Bursa, Kocaeli, Gaziantep, Denizli, Antalya, Trabzon and Hatay)
seem to have a Local Climate Change Action Plan (LCCAP). In most cities with
a LCCAP, a greenhouse gas inventory is also prepared. However, it is also seen
that there is not full integration with the Energy Action plans. In addition, it
