is noted that in many metropolitan municipalities, no plan/ report in terms
of climate change adaptation has been made yet (Kazancı and Tezer, 2021:
317). The critical link between urban growth and climate change is closely
associated with the roles and responsibilities of local administrations (Gedikli
and Balaban, 2018). In the plan at a local level made for adaptation to climate
change, there seems to be emphasis on improvement of air quality and
environmental indicators through carbon mitigation. However, the plan does
not seem to mention what kind of an application field will be created. Yet,
local scale studies should be developed by conditions of a place (such as the
vulnerable areas in a city, wetlands, important areas for biodiversity, historical
and cultural values, etc.). Moreover, such studies are expected to guide urban
growth (Kahn, 2009: 340; Kpienbaa reh et al, 2020: 354).
Result
To conclude, the examined studies reveal the relationship between climate
change and urban growth dynamics. The urban growth dynamics, namely,
population growth, urban expansion, migration, land use policies and
natural/ open-air spaces were discussed separately concerning their effects
on climate change. After deliberations through literature review, the studies
on the issue implemented by institutions making policies at an international
level were reviewed. The concepts of climate change adaptation policies and
management/governance with the inclusion of land use policies seem to
stand out in these studies. Finally, the current situation in Turkey concerning
the issue was assessed through policy documents and conclusions were drawn
on the local level.
The findings of the study indicate that considered as an environmental crisis,
climate change has dramatic effects and thus, climate change adaptation and
mitigation policies are developed to reinforce resilience when faced with the
effects of climate change. The policies shaped according to the effects of
climate change emphasize the coping strategies against these changes play
a functional role in climate change. In this context, an approach with a focus
on urban growth is presented as an effect of climate change. In other words,
the urban growth indicators such as population growth, urban expansion,
migration, land use policies and the presence of natural areas are proven to
have a direct impact on the effects of climate change such as extreme weather
conditions, drought, and urban heat island. In the urban growth approach,
it is thought that uncontrolled and rapid urbanization create many social and
environmental problems despite economic growth. It is also discussed that
